Add submenu links to "Offers & Requests" #70

In the menu that opens when hovering on the "offers & requests" tab in the nav bar, add two links:

  1. Add a new Offer/הוספת הצעה חדשה
  2. Add a new Request/הוספת בקשה חדשה

seems like this is showing only for logged in users, show it for all users and if a user is anon send them the login/register when they click.
