the docker-compose is what I would use for running this. Can't you accept your own PRs?

I have been working on a Probot version of this at https://github.com/Glavin001/probot-issue-duplicate-detection instead. If I recall correctly, this PR is a work in progress. Feel free to test this branch and see if it works for you.
