Reason for disagreement: I believe that this bug should be accepted instead.
The team has accepted a similar issue #3877 (Catcher Issue #25) regarding the inconsistent format, with the same mistake but at a different paragraph of the DG. This is very strong evidence as to why this bug of the exact problem should also be accepted, instead of being NotInScope.
Accepting a similar issue (#3877) means that the team acknowledges that fixing this bug of inconsistent format in their DG is necessary. It does not make sense to only fix the bug in one paragraph and not the others, when they have the same problem.
However, these issues are not considered duplicates, because they cannot be fixed independently -- they are at different paragraphs.
Furthermore, this inconsistent format does hinder the reader to a certain extent, as they are always looking out for the "Expected...." on the next line, which has been the format for all the earlier paragraphs. However, for this particular bullet point, it is not present as it's on the previous line, and this will slow the reader down slightly to have to look for the starting sentence of "Expected...", which causes slight inconvenience.
Point 4 format is uncorrected. Expected:No stall is found..... should be on the next line
