Buckle assembly instructions #34

This sounds stupid but I cant get the buckle to assemble properly would appreciate if someone has any video, I tried following the assembly instructions.

As best as I understand, I've been looping the elastic around the middle bar of the buckle and gluing it to it self.

They didnt have any instructions saying gluing it so I thought there is another way
