Added width to elastic strap and formatting nit. #8

Added width to strap dimensions and aligned formatting with plastic sheet dimensions. Actual width allowed in the buckle is 11.3mm, rounded down to 10mm/1cm for simplicity and spacing.

12mm (1/2") should also work I would think, perhaps that should be added as strapping may be easier to source in 1/2".
