Enda Murphy not getting 50 points for effort. #495

Forbes 2014, task 2, Enda Murphy is at chunk 14.6km compared to 14.5km for FS but is given zero effort whereas FS is giving him 50 points for effort.

With Forbes 2015, task 1, Chris Czajkowski has the same chunk but is scoring zero for effort whereas FS is giving him 139.1 points.

This problem arose due to rounding up of downs when 14.700km selects for chunk 147 but 14.6995km selects for chunk 146.
