Check on availability of all igc files #6

first check whether folder of competition day exists, then pull html offline. Incorporate ranking list such that offline runs are possible

changed description. check on folder is not enough: if someone accidentally removes a file, pysoar will freeze. suggested change: for every flight check whether file exists before downloading.
