wrong unicode in task description #61

task description inside .igc file does not copy correct accents on letter. e.g. the following competition in austria:

http://www.soaringspot.com/de/fai-sailplane-grand-prix-austria-2016-niederoblarn-2016/results/18-meter/task-4-on-2016-06-24/daily

The start is: 001Niederöblarn Inside the IGC file, the corresponding line reads: LCU::C4728717N01400467E001Niederˆblarn

bug: pysoar crashes on this. cupfile shortcoming: not copying accents correctly
