Detect and report WebRTC issues #907

This is a continuation from #818 -- maybe we could utilize something like https://github.com/VLprojects/webrtc-issue-detector to detect & report to users various issues with WebRTC that may be causing interruptions in the stream.

One of the issues encountered before & once again today:

A user was using Firefox with Wayland (maybe not important) on Linux. Video was not playing for them on Glimesh by default, giving the "WebRTC failed to negotiate answer with server" error. Seemingly changing the media.webrtc.hw.h264.enabled setting in Firefox causes the video to work as expected.
