mgimp-xxx procedures need implementation #4

The mgimp procedures are traditionally implemented on the server side. I've included a hacked version in mgimp.rkt. Those should be replaced by something in gimp-dbus. (I'm not sure what yet, but something.)

The original implementations can be found in /glimmer/src/DrFu/src/libs/mpltg/mpltg.c on most MathLAN machines. And at least for mgimp-list-colors (or whatever I called it), it clearly needs to implemented on the server side. (Well, it needs to be implemented by something that can talk to GIMP.)
