[HttpClient] Create Proxy Strawman #73

Before we begin to refactor some of the larger proxies, we first need to figure out how we want to structure our proxies going forward. For this task, we are going to create a strawman proposal for what it should look like for the HTTP Client. This proxy was chosen because it is very simple and already incorporated some elements of the proposal.
