[ Windows ] Poor bitrate control, causing stream issues #2

System details:

Windows 11 22H2 Intel i5-11400F Sapphire RX 580 2048SP Western Digital Caviar Blue 1TB Western Digital WD_Black SN850X NVME 1TB

Youtube is complaining about not getting enough data, is the app hard-coded into using variable bitrate control settings as defaults by any chance?

The stream I am also broadcasting to Youtube seems to suffer from constant buffering, and has terrible latency. Stream lags several minutes behind what is already on the streaming host.

Should be noted that this issue also affects the stream showing on the glitch.fun main site, and this would be a very problematic simulcasting experience on the streamer's end.
