Add the NOTICE file and the copyright part for the missed files. Create a link in the README.md.

AOSP does not put licence headers to .xml files. I propose to maintain same strategy unless you've got strong reasons doing differently.

It's important for the license to be clear - could we at least merge the commit for README.md?
