Since the "repo" app has been removed from the default Ubuntu repos, add steps to install the "repo" from the google repositories.

Add instruction for installing additional packages for Ubuntu 20.04. Add missing packages for Ubuntu18.04 and Ubuntu20.04.

Thank you for this PR

Currently python2 is de-staging from mesa3d: https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/3674 So lets wait a week or 2 this to happen. This PR will be included into the next release anyway with or without python2 support.
