first step, check the watershed data, the IU one may use two different version wastersheds shapefile

especially for GloFAS code . The PDC produced final csv has 70 more records and slightly lower scores for GloFAS but is identifying the same areas. Slight differences in GFMS scores. DFO scores appear identical. HWRF almost identical. PDC VIIRS scores trend slightly lower and some different areas identified. Good agreement with final watershed severity scores and geographic areas of watersheds identified. PDC has 346 individual Warnings vs 393 for IU.
