Incident report: DFO data is not updated for 20220225 #60

It seems there is a system-wide issue https://forum.earthdata.nasa.gov/viewtopic.php?t=3969&e=1&view=unread#unread

Question? DFO will break MoM output on the third day of missing data. Need a clean patch like HWRF that can totally skip if there is no data.

DFO is back up online on Monday, the warning is gone on Tuesday (20220228)
