Update regions and overrides #84

This PR does 4 things:

Update the EEZ data in pipe_anchorages/data/EEZ from version 2 to version 3.
Update the anchorage overrides file with @natemiller changes (removing some false vessels in Peru)
Rip out the pipe-tools depedency so we no long pin everything and this can be run more quickly.
Update the dockerfiles and add notes to README on how to run using dataflow with custom docker containers

I also had to tweak some things to get running locally. Will need to discuss with @smpiano to make sure these changes are sensible
