Pipe-2.5: Increments AB version to 2.40 to maintain DF SDK support #86

We are currently using the AB version 2.35.0, but it ends support December 29, 2022. This affect to all the Dataflow jobs that we are running. In particular for the anchorages step, they are the detect_port_events and the detect_port_visits.
Tested using 2022-07-17 getting ~2% differences.
