Create likely fishing vessel documentation #16

@Bjorn-skytruth I/we have to do this at some points...

I feel like the likely-fishing list has changed as we've gotten better information. I think we need some version control, and clear documentation with each version. Thoughts?

@davidkroodsma We do now have a standardized methods for generating the known and likely portions of the fishing vessel list. Once we have sources put together for the known fishing lists in earlier years 2012-2014 we can write more detailed documentation.
