Synthesize Current Inventory #2

Once we have inventoried our vessel lists, we need to:

It would be great, especially if we merge datasets, to have a column showing if a vessel classification had been manually verified, along with the name of the verifier. So we can keep track of the highest quality labels.

@seacourtaw at one point we started working out a Well-known vessel schema/structure with label source information, but I'm not sure where that work landed. @Bjorn-skytruth might know.
