Added known fishing lists based on the BQ tables in scratch_bjorn

Added a published directory that contains combined fishing lists

Closes #22

@pwoods25443, are we likely to have other published lists from this repo? If so, maybe we should give the known-and-likely-fishing stuff it's own subdirectory and have `published/known-likely-fishing/known-likely-fishing-XXXX.txt", etc.

I'll worry about whether we need to rearrange the directories later. Merging so that DavidK can use for now.
