Started changing names to match rest of code syntax "name_data.feather" #20

Also, started a separate munging file with outputs declaring what units and variables were dropped.

Hi @aappling-usgs I didn't realize that my most recent commit wouldn't show up as a separate pull request. This one is more significant as I changed parts of the base remake.yml file and more scripts in wqp.R to reflect our workflow better and to keep some columns we were throwing away previously. Mind giving it a look? (No rush either)

Hi @aappling-usgs just added one more commit with a more updated TSS and Secchi munging Rmd script.

merging now so we can have a clean slate for any upcoming commits. this is looking good :+1:
