Page doesn't change after publishing Program

Published a program, but then it just stayed in the same place. I was unsure if it actually published or not

Added pop up notification if/when you're program is published and navigation back to program manager. On the flip side, if your program isn't published a message appears telling you so and does not navigate you back to program manager as to not lose your work.
