Describe the Bug: We should not be able to upload the scale name as "4 US scale" in the grade_scale_type when uploading a new grade scale.

Scope of the Bug: Upload new grade scale

Expected Behavior: The system should prevent uploading a grade scale with the name "4 US scale."

Actual Behavior: The system currently allows the upload of a grade scale with the name "4 US scale."
