Describe the bug Missing evaluation reports in Dpu for Education level: High school

Scope of the bug DPU Education level: High school type of evaluation: CBC and GE

Expected Behavior Evaluation should be generated.

Actual Behavior Evaluation report is blank in GE and not complete in CBC
