Describe the bug

  1. triggered distribution and its not working as expected, by formula if CUA will get only 2 applications in this case its assigning 10, 13 appid to user
  2. if pending capacity is 0 in that case only also its assigning the applications, this is not working expected in Re-distribution also
  3. if user removed all org from edit organization then its throwing error but at the same time its closing the popup also. its should throw error only popup should be there to add org

Expected behavior it should assign the appids accordingly the ratio capacity but its not happening Screenshots
