Send back to evaluator issue #65

Describe the bug when we are clicking on send back to evaluator. its not sending applications back to evaluator.

To Reproduce Steps to reproduce the behavior:

  1. Go to review
  2. Click on go to application 3.send back to evalautor
  3. See error

Expected behavior mail should receive and application should send back to evaluator Screenshots image

if we click on send back to evaluator its functioning as expected, but we are not receiving the email confirmation/notification.
