FG update, Forge update, Gradle Kotlin DSL and more #9

Goal

Update Gradle and Forge
Make Gradle use Kotlin (which is statically-typed language so you will have better IDE support)
Changes
Gradle Kotlin DSL instead of Groovy DSL
Updated to ForgeGradle 5
Updated Forge to 14.23.5.2860
Removed redundant @Mod annotation parameters
Fixed localization file uppercase letters (minecraft won't load any resources with uppercase letters in the path)
