[X] I have searched the issue tracker and did not find an issue describing my bug/feature.
Description of your suggestion.
Whitelist for Modded items towards regarding the "tools, weapons, etc" Some modded tools aren't labelled as a "Pickaxe" and I think it would be useful to have a whitelist for any tool within a config menu. For example in Spelunkery, there is a tool called a "Flint Hammer & Chisel". This allows you to break stone tier blocks (only stone-related). This bypasses the level restriction which is what I'm trying to get fixed via this feature request. I wouldn't per say this is a bug, because it's not like a pickaxe or sword, but a feature request to allow new modded items that pertain to the item of tools but aren't listed under it. As an example, the hammer and chisel tool, obsidian and flint variants. They bypass the level restriction to receive blocks, and get the blocks. GRANTED, they have silk touch properties, but still shouldn't pick up blocks and rather, execute their "smoke" particle as if it didn't work, similarly to other blocks, OR just doesn't drop.
Make sure you are not opening a duplicate.
