[AppliedFlux] Unable to move power via IO ports #183

Attempting to transfer stored FE using an IO port from one cell to another seems to not work.

Actually, it seems that using the extended IO port with 5 acceleration cards to move power from my max tier AF cell uses more power than my network has and it power cycles the network
