Replaced NAIP map with the NAIP+ #111

The current NAIP source had issues, so added the NAIP+ map to replace it

Looks good! The only thing that still seems to be missing is the connect rule in the header. Without it, it would be impossible to retrieve error codes.

Thanks for catching that. I didn't realize the URL was different than the other sources on nationalmap.gov.
