There is a map with all road names available at http://gis.drr.go.th/DRR/Map2.aspx. It seems to me that this map can also be retrieved via WMS on http://gis.drr.go.th/arcgis/services/DRR_Feature/MapServer/WMSServer?request=GetCapabilities&service=WMS Only the license needs to be clarified for it to be added.
