When a hero is withdrawn, the hero no longer counts as wounded. This is true even if the hero was wounded before (which is always the case). So, for example: Say a mission has the lose condition "All heroes are wounded". The heroes are Jyn, Mak, and Fenn.
First, Jyn is wounded. Next, Mak is wounded. Then, Jyn is withdrawn. Then, Fenn is wounded. The mission continues because, despite all heroes being wounded, Jyn now counts as "withdrawn", not wounded.
So the trigger basically would need to be changed to "all heroes wounded or withdrawn" to remedy this.
