[WIP] World generator #580

This is an alternative world generation PR singe the last one had a strange issue. I currently don't have time to work on this(occupied with other projects) but more work should be coming soon™.

Note that my worldgen currently sucks, pretty badly. I was working on doing some lerp between land and water: 2014-11-29_17 30 04

@gratimax There has been no activity on this pull request for almost a month now. Is this still being worked on or is there some circumstance that has interfered? Please respond as soon as possible, thanks!

@gratimax When you get a chance please try to take a look at my biomegrid PR: #597

EDIT: you can test too one of my branch: https://github.com/jimmikaelkael/Glowstone/tree/biomegrid-decorators It merges biomegrid and decorators from #572
