Use actual 1.13 API in the 1.13 branch #1036

Open to: community Dependencies: GlowstoneMC/Glowkit#23

Once merged, the 1.13 should be used in the 1.13 branch, and compilation errors should be fixed. API features do not need to be properly implemented. We can stub methods and features temporarily.
