Implement a watch feature #3

Weather pointed at an individual file, or a directory, allow smelt to watch for changes and automatically process the files and create .oc files or copy compiled commands to clipboard.

Suggestion: smelt watch game.mcc or smelt watch path-to-directory/

I think clipboard functionality should also be able to work when watching 1 file. Not sure how it would work with a directory.

This was included in 1.1.0
