This looks like a great way to learn more about the Gnosis Ecosystem. The steps I would take to complete are as follows:
I see that the time commitment on this is days, I will not be able to get this done that quickly. A safe estimate from me would be ~2 weeks.

Hi @GnosisEcosystemFund, the project is going well. I have the recurring transfer part working, but still need to get the DX integration working. I still believe that 2 weeks from when I started is an accurate estimate. If you guys would like to see where things are at, I can create a WIP PR.

The funding of 100.0 GNO (2209.0 USD @ $22.09/GNO) attached to this issue has been approved & issued to @g-r-a-n-t.
GroundhogPay has solved this as well with a 1337 Subscription, we are able to integrate oracles right into the system, currently leveraging the MKRDao Oracle fee for ETH/USD denominations.
Glad to see some additional work being completed.
Background
The current Gnosis MultiSig is used by quite some companies, including Gnosis for payments and regular salary payouts. We expect the Gnosis Safe to be used in a similar fashion. Currently, each owner has the same rights. Someone in accounting though, doing the payouts should probably not be able to modify Safe settings. So we need different access rights. Also, there are many regular payments performed which currently are entered manually. It would be great to automate that more.
Task
Please implement a module that allows to specify a regular payment in ETH or tokens that can be executed once a month, max.
