Allow users to be associated with a department per-event #8

To aid in the addition of other features, users will need to be able to be assigned to a department within Tracker. This assignment won't stop them from entering time for other departments, but will make it the default selection when starting a shift. This should be on a per-event basis since a volunteer's department may change between con years/events.

This data could potentially be pulled from ConCat to allow for automatic assignment, which would also require a mechanism to associate ConCat departments with Tracker departments.

There may also be a need for being able to assign volunteers to more than one department at a time.
