Addresses #29

Updated projects to SDK style
Updated nuget packages
Now building two targets:
- Net Framework 4.8 (for running with the Windows SqlPackage version)
- Net Standard 2.1 (for running on the .Net6 cross-platform SqlPackage version)
Version numbers updated to 1.5.0

@GoEddie Can you take a look at this? I'm not sure how you were doing "releases" of this package before. Now that I've changed to targeting two runtimes, there are multiple versions to be packaged.
