[BUG] Error notifications sometimes not showing #90

When attempting to run the utility while the official app is running, the utility is supposed to create a Windows toast notification to inform you that it can't run.

There have been several reports of this not appearing.

Look into getting the notification to be consistent, otherwise create a more traditional error dialog instead.

This has been improved and released with 0.12.3
