Add option to pick boats from water, underneath debug mode option. #83

Added option to pick boats from water in the advanced options underneath the debug mode option. Added the english, spanish and swedish translations for it too. Fixes #82.

While this absolutely should exist as an option, the actual mechanic needs fixing as well. I will see what I can do in order to get the actual block when under water.
