Gain/Volume support for Sound Clips #100

Will support:

Volume for clips like !thatbeer
!volume INT command to set volume (mods and above)

This could probably be extended to set the volume for clips and sub/donor sounds independently, but I haven't looked into it yet. (This is a placeholder issue, and is currently being worked on by me)
