Update to latest versions of base actions #369

This PR updates the versions of some "base" actions:

checkout
cache
upload-artifact

Also, the PR removes some dead code and adds a weekly run to try and keep the MPI caches...cached (GitHub removes them after 10 days of no use, so maybe using them once a week will work?)

Converting to draft because I want to make sure the caching of MPI still works. So, need these tests to pass/fail, then another commit will go in to re-trigger.

Okay. So the worst was macos-11/gfortran-9 and it was:
