Fix cmake build_submodule for old git versions #408

Partially solving issue #318 with the solution by @ZedThree (https://github.com/Goddard-Fortran-Ecosystem/pFUnit/issues/318#issuecomment-883375654)

Only partially, since the same problem occurs within the submodule gftl now. This can however only be fixed within gftl.
