Add NVHPC to CI #418

This PR is an attempt to update the CI. Fixes the GNU versions and tries to add nvidia

Would be really cool the get the NVHPC support! How is the progress there?

Some progress has been made. I have an action to provide them a new simple drive for fArgParse and possibly provide them some post-processed template code so that they can figure out how the (last?) crash is happening.
