Persistent Pocket Held Behavior should only apply to hands #21

Persistent Pockets set to "Enable when Held" also enable when held by a snap-zone.

The result is that if a backpacks pockets are set to "Enable when Held" then snapping the backpack to the players back enables all the snap-zones, and reaching back for the backpack can instead grab items out of it.
