Add Github Page for Bioinformatics Workflows #28

This is the PR for #27 using Jekyll. To deploy please merge this PR, then follow the following instructions, set the branch as master and change the directory from root to docs then click save.

If everything works correctly then the following page should appear at https://goekelab.github.io/bioinformatics-workflows/

Nice start! So, what is the plan? Finalizing the content in this PR before merging, or merging now and then finalizing the content? In the latter case, please add a bold-faced sentence mentioning that the page is under construction to the first paragraph.

Sorry I was still busy. I think it is better to merge early and finalize later.

I'll mark this PR as draft and hopefully add the under construction information before the end of November.

Sorry, been away for awhile because I just move to another city recently.

I'll check where I left, and continue this week.
