fix update in genome browser link format #71

a few changes made:

  1. update genome browser link due to updates in genome browser website format
  2. add code for sg-nex manuscript
  3. samples.tsv column name for basecaller_version now updated to be more specific for ENA only
  4. added a new section in release notes for the new fastq and bam files in AWS
