Remove ut1 and keep just the right-hand rule. Will be too confusing with lag and all.

Add "The Emis driver is to be charged like a normal driver if he causes an accident while driving non carefully through a intersection, whilst not having the right of way." Basically, intersection collision caused by an ambulance that has no right of way - normal offence. At least that's what we do in Poland, because ambulances used to kill people this way.

I will make that clear, even tho it should be common sense and has not been included, yet.
