In the real world, phone number and emergency contact should not be the same as it does not make sense to call the person who might be having an emergency.

We allow for phone numbers to be the same. There might be a situation where a person does not have a distinct emergency contact. Consider the following: A 5 year old patient who does not have a phone. In this case, both the phone number and emergency contact can be the same one (i.e the parent's).
